These minutes of a November 22, 1907 meeting, involving Mayor Fred Busse, key city planners, and other city officials provide a record of one of the many different discussions that took place in the course of creating the
Plan of Chicago. In this case, they met to discuss transforming Michigan Avenue into a continuous boulevard crossing the Chicago River.
