Edward Bennett played a major role in drafting the city's first zoning ordinance, which went into effect in 1923. Chicago Plan Commission head Charles Wacker served as secretary of the Zoning Commission. This slide explains street and alley setbacks and height limitations for tall buildings in the downtown.
