Kelly (middle) at a black-tie event on December 12, 1938 are Illinois Commerce Commission Chair James Michael Slattery (seated left), 31st Ward Alderman Thomas Keane (standing right), and 24th Ward Alderman Jacob M. Arvey (seated right). In 1974, after four decades as an alderman on Chicago's City Council, Keane was convicted of mail fraud and conspiracy. Arvey wielded significant political clout as a leader of the Chicago Democratic party.
